On February 26, 2026, Bill S-228 passed its second reading in the House of Commons with unanimous support. Through the Circle, we are witnessing a historic shift in Canadian law. This is a monumental step toward ensuring such actions are classified as aggravated assault under the Criminal Code of Canada. The progress of Bill S-228 (an Act to amend the Criminal Code regarding sterilization procedures) stands as a testament to the courage and voices of Survivors. This legislation explicitly criminalizes forced and coerced sterilization, recognizing it for what it is: a violation of human rights and a legacy of colonial violence.
The Survivors Circle plays a crucial role in this journey, ensuring that the legislative process remains survivor-centred and Indigenous-led. We also recognize the leadership of Senator Yvonne Boyer, who sponsored Bill S-228, and Member of Parliament Jamie Schmale, who has championed the bill in the House of Commons.
